Manual for Recreation Leaders

These handbooks were developed to guide recreation leaders in planning and executing neighborhood programs under the City of Austin’s Department of Parks and Recreation. Reflecting on four decades of community engagement and departmental growth, the manual emphasizes the importance of leadership, professionalism, and community rapport. Recreation leaders are seen as key representatives of the department, with their abilities and demeanor directly influencing the atmosphere and success of the playgrounds they oversee. Given the department’s expansion from a small volunteer-led initiative to a staff of over 200, the handbook serves as a vital tool for consistent training and policy adherence. It encourages leaders to cultivate a genuine interest in people, develop a broad range of activity skills, and continuously improve areas of weakness to deliver a well-rounded and inclusive recreation program.
